Abstract: This article analized the indicators of affiliation coverage of the Social Security System, the installed capacity of health sector institutions in terms of infrastrucure and human resources, the use extensión and use intensity of the general medical consultation, odontological consultation and emergency consultation, as well as the utilization of hospitable services in terms of occupational percentage and productivity (isosestancia figure), between January of 1995 and june of 1997. During that period we observed an increment of the affiliation coverage in the contributive regimen of the social security system, passing from 262,858 affiliates at the end of 1995 to 311,901 affiliates to december 1996, which represented an increment of 18%, with an affiliation coverage of the target population aproximately of 80%. In relation to the use extension we observed an increment of the odontological consultation, general medical consultation and emergency consultation during the studied period. In relation to the use intensity we do not observed a significative variation in the general medical and emergency consultation, while the odontological consultation presented a slight increase during 1997. With reference to the hospitable services utilization we observed significative differences between the Empresas Sociales del Estado (ESE) of the city. Finally, the results found in relation to the hospitable services utilization during the period analized, have great importance for the analysis of the oportunity and quality of health care atention and for the planning process of those health services in terms of infrastructure. Hence it is needed to perform more deeper studies in this area in order to elaborate a real diagnosis and its conditioning factors for the formulation of alternative policies.
